Facebook said in a blog post Monday night that the six-hour outage that knocked out Instagram, Messenger, Whatsapp, and OculusVR was caused by a router configuration change, not a hack or attempt to access user data. The explanation is brief, but it appears that Facebook’s machines were unable to communicate with one another — Facebook claims that “this disruption to network traffic had a cascading effect on the way our data centers communicated, bringing our services to a halt.”

CEO Mark Zuckerberg issued an apology on Monday evening, stating that the platforms would be restored. “I apologize for the inconvenience today; I understand how much you rely on our services to stay connected with the people you care about.”

The outage began around 11:40 a.m. ET on Monday and caused widespread issues for the company. It was Facebook’s worst outage since January 2019, when the site was unavailable for more than 24 hours. Employees were unable to communicate with one another on company message boards, and some told The Verge they were communicating via work-provided Outlook email accounts.

The issues appeared to start with a routine BGP update that went wrong, erasing the DNS routing information required by Facebook to allow other networks to find its sites.

The outage occurred a day before whistleblower Frances Haugen was scheduled to testify before Congress about her experiences at Facebook. Haugen, a former Facebook product manager who worked on the company’s Civic Integrity group, provided the Wall Street Journal with a trove of internal Facebook documents. On Sunday, she told 60 Minutes that Facebook “pays for its profits with our safety.”
